MGM Springfield, Massachusetts’ first full-scale casino, recently celebrated its Grand Opening to the public on August 24, 2018. The 2 million-sf complex in downtown Springfield contains a gaming area surrounded by a parking garage, hotel, spa, movie theater, restaurants, and shops. TEC was been a part of the project since its inception in 2012, including the off-site and on-site transportation planning, permitting, design, and construction.

TEC provided permitting strategy, agency coordination, preliminary and final design alternatives for on- and off-site traffic mitigation, access and egress design. This $960 million project involved an aggressive schedule and complicated analysis to secure endorsement from the City of Springfield, MassDOT, the Massachusetts Gaming Commission, and other agencies. TEC designed five miles of transportation improvements in the surrounding area that included three miles of bicycle markings, 99 ADA ramps, 26 intersections, reconstructed sidewalks, a highway alert system, and bus stop enhancements.

TEC also performed a detailed parking inventory of all surface street stalls within the project area. The firm assessed the daily and hourly demand from the existing downtown uses, including the adjacent courthouse. TEC projected the shared-parking demand using parking ratios from industry resources, such as ITE and ULI, and supplemented it with MGM-specific parking demand. TEC prepared all access designs for the garage in relation to the adjacent street system, provided construction-phase services, and assisted the Springfield DPW with traffic and parking monitoring, and operational refinements during MGM’s Grand Opening.
